Public Sector Budgeting and Finance Consultant
Type: Full Time Position
Location: US Based Remote
Compensation: $100,000 - $145,000 DOE, plus benefits
Meridian Partners, a leader in public sector enterprise services, is seeking a Public Sector Budgeting and Finance Consultant to join our team. 
To be successful in the role, it is required to possess public sector budgeting knowledge.  We'll rely on your understanding of public sector accounting and finance concepts, and understanding of integration points with major financial systems to drive implementation projects with our public sector clients that automate the budget process.  Your ability to interact with all levels of the client (from clerical to executives) will be vital, as well as your understanding and recollection of end-user requirements will help keep our projects on schedule and at the highest level of quality. 
While there is the possibility of future travel, due to COVID we expect a majority of the project to be remote as we comply with recommended federal, state, and local health and safety guidelines and best practices.
Essential Job Functions:
  • Provide budget application and design guidance
  • Evaluate existing systems and user requirements to design and implement a successful solution using product expertise, business knowledge, and technical skills
  • Communicate and present ideas and solutions to client executives, project sponsors, client team members and partners
  • Establish yourself as a trusted advisor to clients, while managing their expectations
  • Lead all client delivery activities within assigned accounts
  • Lead discovery session that includes requirements gathering and desired workflows with clients to understand and document their business needs (i.e., budget forecasting, financial reporting, consolidation)
  • Develop and present design documents based on their requirement to clients and manage the design of their EPM implementation.
  • Manage project scope, tasks, deadlines, budgets, and lead project teams through implementations
Minimum Requirements:
  • Bachelor’s degree in Finance, Accounting, Business, or an equivalent field
  • 4 + years of experience in the financial applications/services
  • 4+ years of experience with budgeting, forecasting, and financial reporting/consolidation
  • Strong conceptual, analytic and problem-solving skills
  • Strong project and time management skills
  • Ability to work under pressure, meet deadlines and work on multiple projects simultaneously
  • Able and willing to travel at approximately 60% of the time
  • Understanding of ERP full life-cycle activities for the Funds Management functional areas including requirements definition (blueprinting), system configuration, integration testing, documentation, end-user training, and on-going support.
  • Proven experience with funds management, formulating account structure to meet business needs, budget control, FM derivation strategies, fund accounting, fund centers, functional area, commitment item, funded programs, grants, cost center accounting, encumbrance, cost allocations,  general and/or special purpose ledger, due to/due from, split processor for fund balancing, month-end and year-end closing processes.
  • Knowledge of Material Management, especially Purchasing, Controlling, Budget Control System, Grants Management, General Ledger, Accounts Payable and Receivable, Asset Management,  and how they integrate with the Funds Management Module
  • Financial reporting for modified (governmental) and full accrual (government-wide) GASB 34-35
  • Ability to understand public sector business processes and offer best practice solutions
  • Self-initiative with the ability to work independently once requirements have been defined
