Job Overview
Meridian Partners, a leader in public sector enterprise services, is seeking a Human Resources/Recruiting Manager.  Meridian Partners is an SAP Gold Partner providing consulting expertise to Fortune 1,000 companies and public sector organizations. The Human Resources & Recruiting Manager leads and manages the overall delivery of Human Resources services, policies, and programs for the company. This role will manage the day-to-day Human Resources functions including recruitment and hiring, employee benefits, compensation, performance management, employee communication, training coordination and planning. They will also provide consultation and assistance to employees, supervisors, and senior management.
The successful candidate for this position must have, in addition to Human Resource management skills, a strong background in recruiting with specific emphasis on technical positions in ERP systems such as SAP or Oracle and related specialties such as configurators, programmers, and related infrastructure support staff.  Knowledge of budgeting applications is a plus. We need a HR/Recruiter manager who can find candidates that others can't.  We don’t need a "Job Board" specialist, what we need is an articulate communicator who can locate and persuade candidates who may not have been looking for a job but will want to join our team!
  • Recruiting:
    • Manage full cycle recruiting efforts for full time employees and contract positions to include reviewing resumes, screening applicants, coordinating, and conducting interviews, handling reference checks, presenting and negotiating offers.
    • Continue use of processes and further develop, refine, and fine-tune effective methods or tools for selection of employees and contractor to ensure the right people with the desired level of competence are brought into the organization or are promoted to clients
    • Develop strategy for seeking and implementing new methods of recruiting to fill jobs and to keep executives informed of the success ratio of methods.
    • Manage job postings for internal and external jobs.
    • Develop, review, and standardize Job Descriptions.  
    • Maintain and file all employee and contractor resumes on Meridian format in support of business development activities.
    • Ensure corporate branding in recruiting efforts.
    • Actively participate in off-site recruiting efforts including job fairs and networking events.
    • Provide active support in the selection of Recruitment agencies as needed which meet the company standard.
    • Interview applicants to access experience, dependability, personality, and job knowledge.
    • Manage applicant tracking including resource contacts, applications, internal & client interviews, documents, and placements.
    • Coordinate applicant with client requirements (job order).  Evaluate needs and cultural environment of client and determine appropriate project to assign based on duties, responsibilities, and qualification requirements.
    • Negotiate equitable compensation with applicant based on company profitability criteria, applicant marketability and competition in the marketplace.
    • Submit qualified candidate to clients following client submittal process.
    • Complete and submit employee or contractor and client set up forms for time entry system, email, equipment, and billing.
    • Contact project managers and client to become cognizant of each resource performance while on assignment to ascertain client satisfaction and evaluate a resource performance for proper placement decision in the future.
    • Send daily recruiting status report to executives.
    • Prospect search daily.
    • Enter daily prospect and client contact activity information into Applicant Tracking System.
    • Provide active support in the selection of recruitment staffing firms and agencies as needed which meet the company standard. Manage 3rd party recruiting staffing firms.
    • Ensure Corporate Branding in recruitment webs and advertisements.
  • Human Resources:
    • Develop and maintain HR policies, ensuring compliance with corporate HR policies and strategy.
    • Manage full cycle employment life cycle for employees and contractors from new hire orientation to termination and exit interviews.
    • Contribute to the development of Corporate HR policies.
    • Develop and maintain an employee manual.
    • Partner with PEO to administer employee benefit programs including medical, dental, vision, disability, and life insurance.
    • Manage, administer, maintain vendor’s relationships for all employee benefit programs directly or in conjunction with the accounting department. Support and coordinate with accounting as needed for all payroll and benefit related items.
    • Employee/contractor point of contact for on-boarding (contracts, drug tests, employee forms, initial systems setup for timecard, expenses, electronic mail, etc.), employee welcome, HR issues, benefits questions, employee policy adherence, employee termination and all HR related items.
    • Develop and maintain a compensation strategy including modeling and benefits.
    • Report and ensure adherence to salary guidelines.
    • Ensure adherence to corporate guideline on salary adjustments and promotions. Work with management to further develop and maintain employee levels and salary and bonus guidelines.
    • Counseling and guidance point of contact for all Managers and employees in case of employee relations and disciplinary issues.
    • Ensure appropriate communication at all staff levels. Create and maintain an open and communicative environment for all employees to continuously improve employee satisfaction.
    • Work with department Managers on goal setting, annual performance reviews, salary adjustments, progressive discipline, and terminations.
    • Manage PTO request, accruals, and tracking. 
    • Develop, maintain, and implement an employee review process.

    • Track and coordinate employee yearly training.
    • Maintain employee and contractor personnel files.
    • Be aware of all pertinent Federal and State laws concerning employee discrimination, wage administration, equal opportunity, etc.
Minimum Requirements 
  • Bachelor's Degree is required.
  • PHR Certification is not required but is preferred.
  • At least 5 years of HR Generalist and/or recruiting experience is required.
  • Excellent communication and interpersonal skills are required.
  • Strong knowledge and understanding of benefits packages (insurance, 401K, etc.) is required.
  • The ability and experience working with the responsibility and challenges of a small organization is required.
  • The ability to interact with staff (at all levels) in a fast-paced environment is required.
  • The ability to be flexible, proactive, resourceful, and efficient is required.
  • High level of professionalism and confidentiality is crucial to this role and required.
  • Expert level written and verbal communication skills and attention to detail are required.
